The role of MP is massively overloaded with conflicting and frequently mutually-exclusive expectations in the British system and a vote is a blunt way of expressing preference.

Absolutely. When I'm emperor, we'll first make HoL PR, then move the cabinet to be a HoL body, and then basically switch the powers and roles of the houses. You could just make HoC PR, but then you'd lose the benefits of local MPs and have two similar houses.
