Yes, I fear there's not a huge amount we can do about that. Even watermarks only help if his followers or Bluesky are bothered about it (cf. Facebook).

That shouldn't be possible. If I block someone I don't expect them to see things I've posted even via a repost. (If you do then I'd say it's clearly a bug.) You can't do much against someone who logs out and then views your posts, unless you've chosen to be hidden from anyone not logged in.
