IANAL: please forgive me: wasn't deference to the agency a way to get rid of the Chaos in 2010/1977? Couldn't bad actors who otherwise get immediate fines just delay, delay, delay in court? Can SEC still give a fine, and then have a court case? Or does SEC now take offenders to court before fining?

Please forgive my ignorance and naivete: How could Congress rectify this? Could Congress pass a law that says regulators could try the case in their own administrative courts, like a 3 judge SEC court? I know "My Sweet Summer Child"
