Majority of votes for president has never been a requirement in the USA (because of the Electoral College) so isn't an excuse for Dems not acting quickly when they've had both the presidency & a congressional majority, instead they've gone slow (do you remember the health care saga under Obama?)

The ACA was quite hard to accomplish. There were many stumbling blocks and all sorts of concessions had to be made. All the while they were racing the clock because they only had a supermajority for something like 70 working days. Wikipedia details a bit of the legislative history
