Absolutely. This affects social care massively. Which has terrible outcomes for individuals. Social care departments know this but they make the choices pragmatically/ cynically.

I'm off sick and should be resting but I've received notification of a financial reassessment for Mr S. His client contribution comes out of his private pension pot, as does payment for extra care visits from his at-home carer. But the latter is just considered a nice to have by his care assessment.
