UBI would solve a lot of societal ills. But the absence of UBI is itself a sign of many societal ills, which need solving first because they'll shoot down any attempt at implementing UBI. Sometimes a person can be a societal ailment, simply by the position of power they hold.

Turnover is a good thing in government: SCOTUS, Presidential seat, and seats in both the Senate and Congress, should all have the same limits as the President currently has. 4 year terms, max 2 terms. There also needs to be a limit of "No splits in service" aka "2 terms" MUST be consecutive.
