3) AKP’s campaign has been three-headed: i) an emphasis on service provision at the local level, ii) establishing harmony between the local&national governments to ensure an uninterrupted service provision, and iii) promoting the AKP as the guarantor of security& stability.

not only as chairman of the AKP, but also as head of state. An AKP victory in Istanbul is undoubtedly of great importance to the AKP leadership: above all, it'd be a step towards stabilising the presidential system following last year's presidential and parliamentary elections.
