Possibly but not the way the OP means. Most of the tourism businesses I work with are freehold. What hurts them is the difficulty getting local accommodation for staff because of the unregulated Airbnb market. Other than that they're hurting for the same reasons everyone else is...

Problem is it is run as a business by a a business that's not actually very good at running a business and funded by a ministry that is only interested in the cheapest bottomline - even if that means greater treatment costs in the long-term...
