Exactly, and any court that doesn't will just get overruled. While "upholding" Chevron, is my guess.

There are hundreds of examples, but take Chevron v. NRDC itself, for example (which at the time, agency deference = conservative, bc it was Reagan weakening environmental laws)—does "major stationary sources" mean a smokestack, or an agency-drawn geographic bubble containing multiple smokestacks?
