There are hundreds of examples, but take Chevron v. NRDC itself, for example (which at the time, agency deference = conservative, bc it was Reagan weakening environmental laws)—does "major stationary sources" mean a smokestack, or an agency-drawn geographic bubble containing multiple smokestacks?
