He may believe it. And they may actually be telling him that. Or he may be lying to himself, whistling in the dark. I am unwilling to believe that he is just two faced lying. But he is no longer being completely honest, and Boy Howdy are the fascists going to exploit it.

Yeah, I guess he probably does believe everything he's saying. But someone somewhere on his team knows it's not true and lets him say it anyway.
