I honestly have no idea why he wouldn't want to get clearance. If I was a Conservative MP I would be upset that he's not protecting his party. But I am not a political genius so maybe they get something I don't.

It's a long-standing problem of Canadian politics that opposition leaders don't want to be informed because they would rather make wild accusations in the media to get attention rather than be forced to make responsible commentary. (See: Lagassé and Saideman's research).
