I wouldn't say it's unpredictable, every convention has registration issues every year. It's just at some point it becomes too many people and it's too unmanageable. And then it's the topic of online spaces from everyone not attending.

Technically people can volunteer while they are at the convention and while attending the convention. The solution is quite simple. The people who attend should volunteer if the con needs help. It merely requires people attending to not be selfish entitled jerks. Anyone can volunteer at cons anytime
