My thought was they were basing it on the WhatsApp messages from him. We see here he isn't addressing it like we would expect if he was admitting anything. There might be more in the other episodes that clears this up.

Now that I've read the transcript Kathryn made, I can clearly say he fscked up. This wasn't what he thought it was & it needs more looking into by authorities. Had Tortise shared transcripts earlier it would have squashed questions people could have had.

If this transcript is accurate they never say he directly told them anything, its about how they think he feels.

There are so many questions up in the air. Accuser 2 - it took 20ish years to decide maybe it was all bad, despite staying cordial. Accuser 1 - Short term employment, police report filed but 2 yrs on & investigations not moved forward. The transcript that was shared, if accurate, is messy.

The 2nd one. Both of them are characterized as staying in contact after the events. One of the chapters is focused on WhatsApp messages that look okay OR DO THEY... If an allegation was made in a chat & he said no thats not what happened his response would fit how they characterize his position.
