I existed (I won't say, "lived") in the DC area when HIPAA was passed. It was never about patient privacy. It was about hiding certain congressmens' vasectomies from their wives, and =especially= about keeping data regarding Jesse Helms' brain tumor quiet, lest it put his hateful laws in question.
