So. They dont actually want foreigners on a green card because they cant abuse them. They want them here on some sort of visa, H1B, which is tied to their place of employment and sponsor. You cant leave without losing your visa. They underpay and under promote them then. Rinse and repeat.

That’s really not how H1Bs work though, by law an H1B holder has to be paid at least the prevailing wage for the position as determined by the DOL, *and* while it has to be sponsored by an employer it’s not tied to one—H1B holders can (and often do) change jobs/locations
