As an IL resident, I believe this is from last year and despite the IHSA "guidance" most of the decision making is still left up to districts and localities. IHSA controls regional and state level competition. I know this stuff should not exist, but IL is still doing far better than most places.

You cannot possibly have child genital inspectors as part of state guidance and say you're doing far better than most places. At best you have your head in the sand and are minimizing how horrific this is.
