Is this an ID that is only used for voting? Because that sounds like something that is easily misplaced or lost, particularly for unhoused or transient people. So, does "easy to get" include easy to replace? Any replacement would require some sort of identity verification.

And if it's easy to replace, then the identity verification needs to be easy. And if the identity verification is easy, why can't that just be done at the polls on election day?
