Is this an ID that is only used for voting? Because that sounds like something that is easily misplaced or lost, particularly for unhoused or transient people. So, does "easy to get" include easy to replace? Any replacement would require some sort of identity verification.

I think "easy to get" is simple in theory, but complicated in practice. How much effort is the government going to put in to make the ID easy to get for all voters? There are always outliers that are difficult to serve. Even for a government that is acting in good faith. Is "easy to get" possible?
