Yes, in the 2010s, after the Hamas takeover of Gaza. In the 1980s, it was neglect. And it's not even about dividing the Palestinians - Bibi would prefer that Fatah didn't exist at all and all of Palestine were represented by Hamas, to further delegitimize the Palestinians as extremists.
