San Francisco, you know the most (or one of the most) leftist cities in the country, that SF? passed a sit lie ordinance by public vote in around 2010 making it illegal to sleep on sidewalks. It isn't enforced anymore, but I think it's still on the books. It isn't just conservative jurisprudence.
