This was a running theme in SF of the time. See Thomas M. Disch's 334. It was less "socialism is bad" as it was "authoritarian state uses socialism to provide the bare minimum necessary to prevent the poor from rebelling."

Which was certainly a theme in American government at the time, too: if we didn't throw some scraps to the urban poor they'd burn the cities down. And the carrots were coupled with sticks like sending the draft-age males to Vietnam (which is why there's a forever war in 334).
