Doesn't really fix either, but still a good idea. * Modern mapping tools can gerrymander so much better, this helps but doesn't even get us back to 2010. * Main problem with EC isn't malapportionment (which this mostly fixes), but winner-take-all (which it doesn't).

Fixing a small part of the problem(s), and making it easier to fix the rest, is good! But don't oversell it.
