I don't think it would TBH most of the port truck traffic is local, not regional or national. The idea is to reduce downtown traffic, but Joe Howe was basically built to be the connector from Fairview to the highway.

It's the most wonderful time of construction season when the new crosswalks go out to tender! Particularly happy to see the Robie, Binney xwalk with a smart relocation of the bus stop. Also, great are the Herring Cove/Levis xwalk and the half signal in front of the library on Sackville Dr!
