Literally every single Republican elected from the south voted against the Civil Rights Act (most southern Dems did as well, but it wasn’t unanimous). A key to Nixon getting the nomination in 68 was his courting on Strom Thurmond, who ran for president in 48 explicitly to defend segregation.
