A worker (elf) was alienated from the product of his labor (doll) and is now hunted by a cop (baby detective). Perhaps the babies in Baby City are the archons of the demiurge, the unworthy of whom are incarnated into mortal vessels to suffer.

I finally got to read this and began thinking “huh, this concept feels almost like a homunculus view of society, a caricature of our most infant urges to consu— and then got to the part about baby strippers and my brain halted.
