Those also ultimately rely on criminal enforcement against outright defiance. Steve Bannon right now is getting a taste of that. Kim Davis would be another example. The courts can't make you do anything if there isn't, at the end of the road, the prospect of a jail cell with your name on it.

Sure. But: (1) They exist. (2) If they're being blown off, there's little reason to believe that attempts at criminal enforcement would fare any better.
