It's more so that 2019 result were an anomaly. If 10 years ago you told me that the congress would win 100 seats, I would've deemed it to be catastrophic for the congress. But since 2019, modi has won and lost a fair few state elections. He looks set for a drubbing in state elections this year too.

Oh yeah and the congress also consolidated itself around the Gandhi family(no relation). This led to a lot of very influential political leaders from the congress to splinter off and form their own parties. Since India is FPTP, they created regional bastions which made them indispensable.
