Not necessarily those verbs but yeah, the players need to be able to verb with the lore somehow through game mechanics for it to be gameable lore. In some of my games, the discovery and transformation of lore is the game. In others it's more about discovering, juxtaposing, and understanding it.

This reminds me of acting instruction I got in college, "your character's thoughts, feelings, and memories only exist insofar as their effects are visible to the audience. You have the luxury of having a lifetime to show who you are. Your character has a handful of minutes."

The way I interpret the phrase "gameable lore" is lore that can be meaningfully interacted with through the mechanics of the game. Contrast with lore that may be story relevant but only motivates player choices without being directly engaged through the game system.

In the podcast she talks about how reverence for the Torah is such an important part of Jewish tradition but very few Jews outside right wing conservatives spend much time actually reading it. And so when we do, it can come as a shock that a lot of it is stupid and boring.

Yesterday, my wife became a bat mitzvah. Her Torah portion was the really weird, sexist, bureaucratic thing. And she was really struggling to connect with it in a meaningful way.

Every 3+ player game of Hegemony I've played so far has the middle class as the fulcrum. If they end up acting like petite bourgeois, it can be between them and the capitalist. If they side with the working class though, capitalists get wrecked. So the capitalist has to really court them.
