This is one of the problems, in general, with FTL travel and powerful empires in space. When interplanetary travel becomes trivial, interplanetary conquest becomes trivial. "Wanna go conquer that species with inferior tech in the next system over?" "Yeah, I've got time before lunch. Let's do it."

Another part of this would be the Unknown Regions. If flying around the galaxy is so quick and easy, how are there any parts of the galaxy left unexplored. "Hey, has anyone been to that star yet?" "Dunno, nothing in the records about it." "Wanna claim it as ours?" "Sure."

It's one of the bizarre conceits of stories told in space where interplanetary travel is ubiquitous. What's to stop some species from bearing down on a primitive planet over the weekend, attacking them, maybe conquering them, then being home in time to go back to their day job on Monday?
