I mean, maybe. He won as an "old institutionalist" in 2020 b/c the country wanted a return to normalcy after 4 years of Trump chaos. The only thing that's changed between then and now is Biden's mental acuity. Trump's fitness for elected office was supposed to be the 2024 focus; now it's Biden's.

There's no maybe. His tactics & out loud words betray his thinking. He thought he could negotiate with his old Senate pals & build coalitions. The same terrorists who withheld a Supreme Court pick when he was VP, but jammed their own through 4 yrs later. He's 81. He's not going to change.
