That's the reason they gave for them having to be sick to test them. If they're asymptomatic it makes it vastly more likely that the test will be inconclusive, a false positive, or a false negative, because of the virus being dormant.

They can be false positive, true that is why testing a 2nd time some weeks apart is not a bad idea. When a cat is sick you may just as well not bother with testing because once the virus does break out, there is no chance for recovery yet.
