I was working for a public R1 uni when the rule was changed from "negligible value" to "absolutely nothing." I had a novelty Blackboard, Inc mug (had a chalkboard finish on the outside) and was told that was a problem under the rule. I received it while at my prior job for a private university...

Is their stance that there's no link between the lucrative contract and the later granted request for money? Like, do they think that if I walked into that dealership and said I needed money, that they would give me $13k??
