One of my fave memories of undergrad was one of my psych profs telling the class a story of when he was in a biopsych lab and he was being a smart-ass about more philosophical psych concepts and his professor then asked him to point to the part of a brain that is connected to memory. Not possible.
I find it far more likely that people will die of various strokes/complications than this ever working.
And to the extent that it even could work, morally it makes no sense.
I don't see how a murderer having a memory of "what it's like to be murdered" is going to do anything but cause trauma.
