So what’s the alternative? If the agencies don’t get to interpret the law and figure out what regulations they can pass that fit within those confines, who does?

In theory, Congress could pass laws that include the regulations. But that's not something that would happen with Congress in its current state and I'm not sure it would be a great idea if we had a Congress that was capable of doing anything.

The best alternative in the immediate moment is to thank the court for their advisory opinion and then disregard it.

It means that judges will be able to make rulings telling agencies what to do. So, say, a Texas oil company could file a suit in Amarillo asking Judge Kazmarack to tell the EPA it can’t keep it from burning methane. And now he can.
