Also just having a small monitor with its own battery that accepts HDMI in is really, really useful in some specific scenarios.

Yup. It's a balancing act of "bigger screen (& <=$200)" vs "iPad already in my bag + $20 HDMI dongle".

If you just want to use the iPad as a second display for a real computer, this is probably good enough for that. I've also got an older Asus (I think) USB-C portable monitor that I may have forgotten to return when I left $job-1. It does the same thing with a bigger display. Reasonable cost now.

Quick test from a laptop & iPad mini closest at hand shows not great performance. Think good for PowerPoint/maybe YouTube, probably not gaming. YMMV

As long as you can get HDMI out from the Windows laptop, it's possible with no special software on the Windows side.

On the iPad side, you need Orion by Lux Corp and an HDMI USB-C capture card.

Where are you seeing that? I see both their account here and on the website as a heavily stylized sky with some clouds and birds, with the C as a sun? They do grab your banner to personalize your own page, though.
