Lucas later really downplayed how evil the empire was actually supposed to be. They're literally British space Nazis. There's lots of IMPLICATIONS (xenophobic, mostly racist, enslave primitive cultures, genocide, war crimes), but very little actual suffering from Imperials shown on screen.

There's some room for interpretation but they didn't do much to explain the Rise of Empire period. After an authoritarian takeover, a lot of good officers would be purged and replaced with loyal but mediocre career climber Yes men as the military control is consolidated under the dictator.
