He was arguing the church should never change or accept responsibility, ie the conditions that led to it protecting pedophiles (as well as a number of other wrongs)

Well, Vigano also exploited the church's pedophilia scandal for political gain, by misrepresenting his own involvement and (apparently falsely) accusing Pope Francis and others of covering for Cardinal McCarrick (a pedophile who was eventually defrocked by Francis)
