"Single moment," no. I happened by degrees starting with FDR. But with Nixon, the Republicans started using "The Southern Strategy" (you can look it up): appealing to racism to turn the South Republican. RNC Chairman Ken Mehlman has admitted this, and apologized to the NAACP for it.

Republicans used to be the Party of Lincoln. Now they're the Party of the Confederate Flag. It's not coincidence that the Confederacy and the Republican base are the same states. But since all those old Confederates were Democrats, Republicans should have no problem removing their statues, right?

Starting with FDR, , , This is a newspaper clipping from the 15 October 1932 edition of the Chicago Defender, by & for black Americans. FDR was undersecretary of the Navy in WWI, in the Wilson Administration. WWI was very much a naval war, and FDR was busy running black sailors out of the Navy.
