That was 1932, not 1941. Roosevelt was quite popular with African Americans. His Fair Employment Practice Committee prohibited discrimination in Government hiring, and was the most significant civil rights legislation between Reconstruction and the Civil Rights Act.

US federal civil service and US NAVY enlisted ranks were never segregated till the Wilson administration. The segregation in the Federal Gov. introduced by the Democrat Wilson Administration, which FDR was part of. FDR never ended it. Truman did.
