To the extent that Loper Bright isn't grounded in the constitution (right?), could this hypothetical agency create regulations (through notice and comment) governing the standard of review for administrative statutory interpretation?

One big question is how would these regulations be enforced? Appellate courts isn't very satisfying. How about a newly constituted committee in Congress?
