Federal courts over last 60 years have loved to split hairs between “detained” and arrested, and what is allowed in either or both. Cops sometimes call detaining someone a “Terry stop” after this decision.

It’s been a good while since either were in, but used to know a minister who had been longtime national guard, who enlisted because abusive childhood, and a now trans woman in air force in early 90’s that left poverty and backwardness in SE Ohio Appalachian counties.
