I think 1 is much more likely than 2, because there's no way Gavin Newsom (and probably some others as well) don't make a play.

Another reason why if Biden was to drop out he should also resign. But...I think Biden wouldn't drop out without orchestrating the transition to Harris. At least he shouldn't. Don't think we're going to find out who is correct.
