New post up: a brief explainer on California's Realignment Law. CA has driven US prison declines--it's responsible for ~1/3 of the national drop in the states--but the law that drove things, Realignment, gets far too little attention. If you're unfamiliar w it, this will at least get you started.

tl;dr? Prison is free for prosecutors, since they are paid by the county but prisons are funded by the state. It's an Econ 101 moral hazard. CA told the counties they had to pay for a wide range of cases. At which point ... they stopped locking a lot of them up. Shocking!
