Part of the role of the POTUS is to appoint competent cabinet members and staff that can execute the duties of the office should the POTUS be incapacitated or indisposed. As much as we like to conceptually view the POTUS as a king or an emperor, the office simply does not execute that role.

If the president is incapacitated or indisposed the vice takes over. Having someone who cannot execute the duties and defers all power to their inner circle is less than ideal!
