Answered your own concerns. Unless of course you think Biden's cabinet and VP are equivalent to competency and intent to those of Bush Jr, Reagan, or Trump. Biden isn't getting woken up at 2am for anything short of a nuclear bomb, an alien invasion, or a catastrophic natural disaster.

The president will face numerous crisis at 2am while they are in office and the actual executive being functional is important every day. If the argument is “well the vice will handle it” or “well the unelected cabinet will handle it” that’s unacceptable. That’s a losing electoral argument too.
