Trump can just periodically issue a blanket pardon for anyone in the military (or, for that matter, anyone in the government) for any acts already committed.

Exactly this. Even if he didn't ultimately pardon them all, they just need to *believe* he'll follow though when they commit their crimes. Besides, how would anyone be able to prove he promised PFC Kilroy a pardon, he could just deny it and that's that. No?
