A lot of public buildings - especially libraries were built by the tycoons of the 1800s, then donated to cities for the tax break. Hence the cool architecture because privately they cared how a monument to their goodness looked. Cities go for the industrial look.

this particular library took decades to build, also. though i dont think this one in particular was built by a tycoon, but the website doesnt really give specifics as to how it was funded, just who the architect was.
