I have never met or heard of anyone who appears to not have the ability to feel empathy or remorse. There are people who aren’t remorseful for actions that I think they should feel remorseful for, or don’t have empathy for people I think they should empathize with. But that’s different than capacity

That’s a values mismatch. Even history’s greatest monsters had people they empathized with or actions they felt remorse for, it’s just that they felt those feelings about the wrong things or for the wrong reasons.
