The cops can pull out all the military gear they like because they know damn well that if it ever goes down, military gear doesn't quite beat a 100:1 numbers advantage

Exactly. The Symbionese Liberation Army shootout was 400 cops vs. 6 people. The MOVE standoff was 500 police vs. 6 adults, and even then they had to resort to bombing the apartment block. If there was a sizeable armed resistance, the cops would flee until the Guard showed up.
