You can't end FF usage on the supply side. As long as there is demand, someone will drill & profit. The options are us or Russia+OPEC. IRA does so, so much to reduce FF demand, which is the entire game.

The expanded drilling permits are more of an empty gesture. A huge, huge number of those permits are not being drilled on, and won't be. He could issue 1000 more permits tomorrow, and still no one would drill on them. (Lots of low-publicity rules changes that oil companies don't like, too.)
